I live in New York and grow herbs all the time inside my home—I don’t think you need a permit to GROW the herbs, but if you are planning on running a business, you need permits to run that business —you will need TAX ID’s (federal AND state), I do know that the New York State Tax Department has packets prepared for people who start their own business you could call them at their call center at I BELIEVE (1-800- call tax) or write them at NYS TAX DEPARTMENT, SALES TAX division Building 8, state office campus, Albany New York 12227—-I haven’t worked there in 2 years but DID work there for 35 years…I can’t think of any SPECIFIC person at the moment who you would send your inquiry to, but once they RECEIVE your inquiry, they will send it through to the proper person….sorry I couldn’t be of MORE help—-
