I suggest you go to www.irs.gov and request the Publication 34 on small busineses
this will give you information about that you can declare as expenses
and home based? are you talking child care, internet selling? what
you might need to check your local license dept to see if you will need a license to do what you plan etc.
if you are selling things, you might need to contact your state office for sales tax
