I would like to learn how to build a website for a home based business what is the best and easiest way to do this? I have some limited HTML experience but its not much and I also have an old copy of Dreamweaver which seems like an excellent program to use for this.

No, Dreamweaver is not an excellent programs. In fact, it’s a piece of crap.
Consider hiring someone who can do it for you. if you’re running a business, you’ll be spending a lot of time working on the web site and not running your business. Building a good business site is complicated and requires some cost for hosting services and domain names. HTML won’t cut it. You need to learn CSS, JavaScript, and some scripting language (PHP) and some database programming (SQL).
Unless you’re willing to devote a LOT of time to learning how to do all this, you should hire someone.
