I want to start my own bakery business and I don’t have the money to start to big, I want to just start at home make a few things and start a small catalog and pass it around. Do I need to have a license for this?

That depends on the laws of YOUR local jurisdiction and local zoning laws. Contact City Hall and ask THEM. No one here knows those specific laws of your jurisdiction.
