Occasional noise from cutting metal for few seconds at a time but if the garage door is closed then hardly anyone can hear it outside and even less chance anyone will hear it sitting at their home since the distance between each house is more then 50ft. Only commercial vehicle parked in the driveway. No neighborhood HOA or association. Working reasonable hours 10am and no late then 10pm

yes they can. some cities, counties, etc, have strict ordinances regulating a home based business.
