I want to start an online business in which its kind of a lottery but not. We sell a product that is 25 dollars and worth 25 dollars to the consumer but in the product there is a chance to win a dollar and up to 5000 dollars as a bonus with our product. Is that legal to do since its not a real lottery because the money you “win” more of a bonus than an actual lottery?

Illegal.
If you have to pay to play, it’s a lottery, and it’s illegal in every state of the union.
Sweepstakes are legal, but sweepstakes have to have FREE entries, i.e. “no purchase necessary”.
