Is this the best time to start a business? Why or Why not? What is the best type of business to start right now if so? I was thinking of some type of online business

Absolutely. I would suggest we’re about to move out of it soon, and people will start to spend money. Besides, if you have a good business name, and product / service, your business will do well in any case.
Starting a small business can be tricky, but make sure you:

Next thing you have to do is make sure you have a website. Doesn’t have to be AWESOME, but does have to hold general business information.
